San Francisco's big 1906 quake was third of a series on San Andreas Fault

Research led by a University of Oregon doctoral student in California's Santa Cruz Mountains has uncovered geologic evidence that supports historical narratives for two earthquakes in the 68 years prior to San Francisco's devastating 1906 disaster.

The evidence places the two earthquakes, in 1838 and 1890, on the San Andreas Fault, as theorized by many researchers based on written accounts about damage to Spanish-built missions in the Monterey and San Francisco bay areas. These two quakes, as in 1906, were surface-rupturing events, the researchers concluded.

Continuing work, says San Francisco Bay-area native Ashley R. Streig, will dig deeper into the region's geological record -- layers of sediment along the fault -- to determine if the ensuing seismically quiet years make up a normal pattern -- or not -- of quake frequency along the fault.

Streig is lead author of the study, published in this month's issue of the Bulletin of the Seismological Society of America. She collaborated on the project with her doctoral adviser Ray Weldon, professor of the UO's Department of Geological Sciences, and Timothy E. Dawson of the Menlo Park office of the California Geological Survey.

The study was the first to fully map the active fault trace in the Santa Cruz Mountains using a combination of on-the-ground observations and airborne Light Detection and Ranging (LiDAR), a remote sensing technology. The Santa Cruz Mountains run for about 39 miles from south of San Francisco to near San Juan Batista. Hazel Dell is east of Santa Cruz and north of Watsonville.

Indian Ocean due huge quake 'in next 30 years'

JAKARTA] The Indian Ocean could be due another massive earthquake within the next 30 years — one that could rival the magnitude of the one that caused the Indian Ocean tsunami in 2004.

Researchers made the prediction after studying corals, which show rings of growth from which past sea levels can be inferred. Earthquakes push the land up, depressing the sea level in the area and preventing corals from growing upwards. Sea levels then rise as the land subsides, leaving the history of the earthquake imprinted in the coral growth patterns.

The scientists analysed coral growth over the last 700 years in the shallow reefs along the 700-kilometre 'Sunda megathrust' fault — a boundary between tectonic plates off the Mentawai islands in western Sumatra, Indonesia.

This section of the Sunda fault had been inactive for at least 50 years until a magnitude 8.4 earthquake in September 2007. Using the coral data the scientists found three previous sets of large earthquakes. If the cycles continue to be consistent — beginning every 200 years — the next earthquake is due within the next few decades.

Danny H. Natawidjaja, an author of the paper and a senior researcher at the Research Center for Geotechnology of the Indonesian Institute of Sciences, told SciDev.Net the probability of a large earthquake in western Sumatra in the next 30 years is more than 70 per cent. MORE

Results Are In: Great Southern California ShakeOut Successful, Sets U.S. Record!

Los Angeles - It's working! On November 13, 2008 more than 5.47 million people in southern California participated in The Great Southern California ShakeOut, now officially the largest earthquake drill in the Nation's history - and according to some community leaders, a success that should be practiced every year.

"This is the best single effort in emergency preparedness in my nearly 20 years in the business," wrote Mike Martinet, Executive Director, South Bay Office of Disaster Management (Area G). "I hope that we can continue to use this scenario or some variations thereof for years to come."
The Great Southern California ShakeOut was a week of events, including the drill, all based on the 7.8 Magnitude San Andreas Fault earthquake scenario.

All the resources, tools and information are still readily available at http://www.shakeout.org/. Much of the concept and organization came out of the Earthquake Country Alliance, a public-private partnership, which includes the US Geological Survey, Southern California Earthquake Center, California Office of Emergency Services, Caltech, State Farm, City of Los Angeles, Art Center College of Design, and many other partners.

When organizers of The ShakeOut concluded the historic week of earthquake preparedness events, including millions taking part in the "Drop, Cover, and Hold On" drill, they convened a meeting of emergency managers and community leaders to examine value of the effort. When asked what could be done better, the participants overwhelmingly supported the idea of turning it into an annual day or week of disaster preparedness activities.

"We didn't know when we set out to do this, if anyone would participate," said Lucy Jones, Chief Scientist of the USGS Multi-Hazards Demonstration Project. "They did, and we're now getting calls to do something annually."

The requests to continue the effort have been so constant over the past month that the Earthquake Country Alliance has agreed to look into expanding into a statewide organization. "We certainly have heard many ideas of how we can get more people involved - and we'd like to do just that!" said Mark Benthien, Executive Director of the Earthquake Country Alliance and Outreach Director for the Southern California Earthquake Center. "We hope that an annual ShakeOut-like drill will be part of an expanded statewide earthquake awareness program for many years." MORE

Chasing 'Thundersnow' Could Lead To More Accurate Forecasts

ScienceDaily (Jan. 15, 2009) — The job of one University of Missouri researcher could chill to the bone, but his research could make weather predicting more accurate.

Patrick Market, associate professor of atmospheric science in the College of Agriculture, Food and Natural Resources, is chasing storms in the dead of winter in order to release weather balloons that will produce data about the little-known phenomenon of thundersnow.

"One of the things we don't understand is how the cloud becomes electrified," Market said. "We hope to determine how the atmosphere is becoming unstable."

Market and his storm-chasing students are searching for winter storms in order to release weather balloons into the storm every 90 minutes over a 24-hour period. The balloons carry boxes with a barometer to measure pressure, a thermometer to measure temperature, and a hydrometer to measure humidity.

Market uses a GPS to monitor wind speed and direction of the balloons. This information covers the five things that are most important for a meteorologist to know for accurate predictions, according to Market.

"It has been decades since a detailed study with modern weather balloons has been done to see how the atmosphere destabilizes for summer thunderstorms, much less the winter storms," Market said. "So we are taking this tried-and-true tool of the meteorology trade and applying it to the very specific instance of heavy snowfall in the winter."

Once the weather balloons are launched, they provide detailed readings of every layer of the atmosphere. More detailed readings and data provide better and more accurate forecasting."We get thunderstorms in all seasons. That means something is making the atmosphere unstable," Market said. "Thunderstorms are often associated with heavy rainfall or heavy snowfall. It's just as important to get it right in the spring, summer or winter."

The phenomenon known as thundersnow is not understood very well. It is defined as a snowstorm with thunder and lightning that can bring heavy snowfalls of 8 to 12 inches. Tracking such storms can be quite a challenge.

"Often, these winter storms cause us to travel through inclement weather in order to get to the area where the weather balloons should be launched," Market said. "During travel, the heater in the vehicle cannot be on because the instruments need to be kept cold."

Record Shows Disasters Kill Most

Freetown — Acting director of disaster management department in the office of national security (ONS) has said in Freetown that disasters amount to greater percentage of the causes of death of the world's population.

John V. Rogers told participants at the opening ceremony of the training of trainers' clinic on disaster risk reduction for schools that though they cannot stop disasters from happening yet they can with their knowledge on disaster risk reduction and early warning signals.

"Man's negative interaction with his environment has often produced harmful effects with devastating consequences on human existence," he said.

Rogers said this sad chapter can only be reversed through learning and implementation of best practices as demonstrated in other areas of the world.

"Some of the disaster related incidences in Sierra Leone are due to illiteracy and ignorance. It has often been stated that a well informed public is a protected one," he said.

He said it has been the ardent desire of government to enhance the capacity of teachers that have played tremendous role in the disaster management school outreach programmes in the country.

The acting director noted that children were among the most vulnerable population group during a disaster especially those attending school at the time of the crisis. "Therefore learning about disaster risk reduction in schools can put teachers and children in a better position to play important role in saving lives and protecting members of the community in time of disaster."

He added that the clinic would provide the necessary tools to teachers and students in educational institutions to prepared, mitigate and respond to disasters.

On behalf of the national security coordinator, ONS chief of staff Larry Bassie said increase number of gravity of disaster with grave consequences that undermines the survival and dignity of livelihood in communities was a concern.

New EPIRB processing practices to reduce false distress alerts
Coast Guard says response to actual emergencies to improve

Story by Petty Officer 3rd Class Melissa Hauck(ALAMEDA, Calif.) -- The Coast Guard and other emergency personnel who respond to distress calls will soon see an improvement in their ability to locate people during search and rescue cases.

This improvement centers around an emergency position indicating radio beacon (EPIRB), a device that when activated can act as a virtual lifeline from people in distress to rescue crews by sending out a transmitted signal via air, sea or land.On Feb.1, 2009 Cospas-Sarsat, an international satellite-based search and rescue (SAR) system established by the U.S., Canada, Russia and France will cease satellite processing of 121.5/243 MHz analog EPIRBs and will begin processing only the 406 MHz digital radio beacon signals, making it illegal to use the obsolete 121.5/243 MHz beacons.

The newest 406 MHz beacons incorporate global positioning system (GPS) receivers that transmit highly accurate positions of distress almost instantly to SAR agencies via the Geostationary Earth Orbit Local User Terminals (GEOSAR) satellites.

The digital frequency has been designated internationally for use only for distress. Other communications and interference, such as on 121.5 MHz analog signals, is not allowed.The change is expected to result in a substantial reduction in wasted SAR resources on false alerts while simultaneously increasing the responsiveness of the system for real distress cases."

The 121.5 MHz analog beacons produce a high incidence of false alarms and a host of other limitations that include poor signal strength, search areas that can be as large as 12 to 15 miles in radius and unreliability," said Petty Officer 2nd Class Craig Mercier, an operations specialist stationed at the District 11 command center on Coast Guard Island here."

The distress signals from the 406 MHz beacon are much more accurate than the analog beacon. Each digital beacon has a unique ID encoded within its signal that can quickly confirm that the distress is real, who they are looking for and where they should look, which will ultimately save lives," he said.When a 406 MHz signal is received, SAR authorities can retrieve information from law-required registration data that includes beacon owner contact information, emergency contact information and identifying characteristics of the vessel."

Digital EPIRBS also provide position accuracy that narrows the vessel's position to less than two miles in radius and decreases the amount of time SAR teams must search. This results in quicker response times, and is a major advantage over the 121.5 MHz beacons," he said.

The decision to stop satellite processing of 121.5 / 243 MHz signals was announced by Cospas-Sarsat nearly two years ago stating problems in the frequency band which overwhelm search and rescue authorities with poor accuracy and numerous false alerts, negatively impacting the effectiveness of lifesaving services.

The Coast Guard strongly recommends mariners obtain the new 406 MHz EBIRB and file a float plan with a friend or family member on land, with an approximate time of return and location prior to getting underway.

EPIRB owners can register their equipment in the U.S. 406 MHz Beacon Registration Database at:http://www.beaconregistration.noaa.gov/ or by calling 1-888-212-SAVE.

Beacon registration is required to be updated with accurate information every two years or when emergency contact or other information changes.

NOAA is proud to announce the Buffalo Bills as the first National Football League team to become a StormReady® Supporter. With this designation the Bills are better prepared for severe weather and to make fans and spectators at Ralph Wilson Stadium aware of such events.

To achieve this status, the Bills organization met rigorous guidelines, which include developing severe weather safety plans, actively promoting severe weather safety through awareness activities and conducting safety training.

“The StormReady Supporter program was designed to help non-government organizations improve communications and safety skills needed to save lives while strengthening partnerships with NOAA's National Weather Service and local emergency management,” said Mickey Brown, deputy director of the National Weather Service Eastern Region. “The Buffalo Bills really scored a touchdown by being the first National Football League team in the country to be a StormReady® Supporter and creating a safer environment for all Buffalo Bill fans.”

Red Cross offers tips to recover emotionally after disaster

SEATTLE - The American Red Cross is reminding people not to overlook the emotional aspect of recovery after the devastating floods.

The Red Cross says disasters are upsetting experiences for everyone involved, but children, senior citizens, people with disabilities and people for whom English is not their first language are especially at risk. Some elderly people may seem disoriented at first and children may be afraid.
"When disaster strikes, a child's view of the world as a safe and predictable place is temporarily lost," said Lyle O'Neel, Red Cross disaster mental health worker. "Children become afraid that the event will happen again. How a parent or other adult reacts to a child following any traumatic event can help children recover more quickly and more completely."

The Red Cross says it’s important to let children and elderly people know that they are safe and that you will help them find a safe place to stay.

Some basic steps you can take:

- Try to return to as many of your personal and family routines as possible.
- Get rest and drink plenty of water.
- Limit your exposure to the sights and sounds of disaster, especially on television, the radio and in the newspapers.
- Focus on the positive.
- Recognize your own feelings.
- Reach out and accept help from others.
- Do something you enjoy. Do something as a family that you have all enjoyed in the past.
- Stay connected with your family and/or other support systems.
- Realize that recovery can take time.

Take care of your pets

If you have pets, try to find and comfort them. A scared animal may react by biting or scratching. Handle animals carefully and calmly. Pets can become upset and react in unusual ways, such as spraying urine, defecating on floors or scratching/biting furnishings.
Since pets will need regular care and attention to help them calm down, try to leave pets with a family member, friend, veterinarian or boarding facility while you are cleaning up your home. Animals are naturally inquisitive and could get injured if they are brought back to a damaged home.

- Use toys, a blanket or favorite human's unsoiled clothing to comfort pets.
- Make sure pets are fed their usual diet, and have plenty of water.
- Visit your pets regularly, speak calmly and take some time out to play with them. Doing so can help you in your recovery, as well.

Coast Guard says rescues still key mission

WASHINGTON, Jan. 13 (UPI) -- The U.S. Coast Guard says that it is not shirking rescues at sea despite a government report that found it was spending more effort on homeland security tasks.

The inspector general for the Department of Homeland Security said in a report issued last week that there had been "clear trend toward emphasizing homeland security missions" that could make it more difficult for the Coast Guard to carry out its traditional safety roles.

USA Today said Tuesday that Coast Guard commanders saw the conclusions as misleading and that its boats and aircraft still spend plenty of time on non-homeland security tasks.

"Our priority has always been and will continue to be saving lives," Coast Guard spokesman Lt. Cmdr. Christopher O'Neil told the newspaper.

A major finding of the disputed report was a decrease in the number of rescue operations from around 84,000 in 2001 to 60,000 in 2007 at a time the Coast Guard's ranks were growing. The report also noted the Coast Guard was spending more time patrolling U.S. fishing waters and intercepting boatloads of illegal immigrants.

The report shows that performance is largely unchanged from the previous year. The agency met six of its eleven performance targets, the same as 2006. Met Office mystery over rare ice circle formed in Devon

An unusual rotating ice circle, normally found in the cooler rivers of Scandinavia or North America, has formed in the UK waterways.

The cause of the rare phenomenon is unclear, with very little scientific evidence available to explain the formation of the discs. UFO-enthusiasts claim that, like crop circles, the perfect discs are created by visiting aliens, but scientists believe the extreme cold weather combined with an unusual current is the more likely reason.

The 10ft disc was seen by a rambler on the River Otter in Devon, who estimated that it was spinning through 360 degrees every four minutes.

The Meteorological Office said today that they could not explain why the ice circle appeared last week.

“We’re kind of a bit stumped to be honest,” a spokesman said. “Our best guess, and it is a guess, would be that it was formed by some kind of a circular eddy set up in the river. We have not seen anything like this before and we’ve no idea why they seem to be more common in Scandinavia.”

The disc was spotted on January 7 as temperatures in southern England reached as low as minus 10C. The freeze caused unusual behaviour amongst British wildlife, which is ill prepared for such conditions. The rare cold snap may also have caused the ice formation, which has been recently recorded and investigated in the US and Sweden.

Mystery has surrounded the discs since they were first described as long ago as the nineteenth century. A drawing of an ice circle was published in the Scientific American in 1895. Illustrated London News also catalogued one that formed near Toronto in 1930 under the headline “Jack Frost describes a circle”.

The lack of a clear explanation from the scientific community allowed conspiracy theorists to add the ice circles to the annals of “unexplained phenomena” until 1993 when MIT attempted to end the debate.

Ice circles began to form on the Charles River in Cambridge, Massachusetts, which runs through the MIT campus, prompting scientists at the university to study their formation. David Ricks, an ocean engineering graduate, helped systematically rule out effluent from submerged pipes, down draughts from helicopters, alien activity, bubbles from decomposition and underwater springs.

He concluded that eddies from the Harvard bridge caused parts of the sheet ice to break away and the movement of the ice created circular holes which were filled by further ice formation. Other theories suggest that slow moving rivers can create eddies which spin the ice until it takes on a circular shape.

Photographs of the phenomenon emerged from Russia recently, and it appears that the discs are quite common in Norway as well as Sweden, where they have been recorded on the River Ljusnan measuring up to 200m wide, as well as on the River Pite and on Lake Hotagssjon.

A study by Dr Hayley Fowler, of Newcastle University, predicts that severe storms - the likes of which currently occur every five to 25 years across the UK - will become more common and more severe in a matter of decades.

Looking at 'extreme rainfall events' - where rain falls steadily and heavily for between one and five days - the study predicts how the intensity of these storms may change in the future.

Dr Fowler found that across the UK, the amount of rain falling during one of these extreme events was likely to increase by up to 30 per cent by 2080. This increase is most likely to occur in autumn, winter and spring when the ground is already saturated, posing the biggest threat of flooding.

Dr Fowler, Reader in Climate Change Impacts at Newcastle, explained: "Predicting how extreme rainfall might change many years in the future is very difficult because events can be quite localised, especially in the summer.

"You only have to think about how difficult it is for the Met office to predict the weather two or three days in advance - the overall picture for the country tends to stay the same but local weather patterns can change quite dramatically.

"By taking a much more detailed look at the results from different regional climate models, we have created a more accurate picture of how wet Britain will be by 2070.

"What the data quite clearly shows is that we're going to see far more of these extreme downpours in years to come, putting more and more homes at risk from flooding, particularly in autumn and winter months when the ground is already saturated."

The research, published online today in the International Journal of Climatology, looks at changes to seasonal extreme rainfall across the UK by 2070-2100.

Dr Fowler, who worked on the study with Dr Marie Ekstrom from Exeter University, examined seasonal rainfall data from 13 Regional Climate Models for nine regions across the UK and used this to study the projected changes.

Consistent with global warming, the team found that as the air becomes warmer and is able to hold more moisture, Britain will get wetter.

In general, the study suggests larger changes to the intensity of short duration extreme rainfall events - those lasting one or two days. Northern and western regions of the UK are predicted to be worst hit.

Dr Fowler added: "Unfortunately, we still have least confidence in the model's predictions for the summer months and it is still highly uncertain how summer flash flooding such as the Hull and Hereford and Worcester floods in 2007 will change.

"What our data does show is that floods are no longer going to be freak events. All 13 models we looked at predict increases in extreme rainfall in winter, autumn and spring by the 2080s although the percent increase varies.

"This has major implications for flood risk management. We need to be looking now at where we build new homes, drainage systems and water storage in order to protect our homes and businesses from flooding in the future."

Episodes of short-term extreme rainfall - such as was seen in Morpeth in 2008 - are predicted to increase in intensity by between 15 and 30 per cent.

In winter, one day downpours are predicted to increase in intensity in all regions with Scotland and northern England seeing changes of more than 20 per cent. Smaller increases are projected for southern regions, particularly south-east England.

In autumn, some regional climate models project potentially very large increases in extreme rainfall, with a rise of up to 60 per cent in some regions such as north-west England.

Stranded men call pub for rescue

Two Frenchmen who became stranded on a Cornish cliff with their dog have been rescued after calling a pub for help.

The trio were cut off by the tide in Trebarwith Strand, but did not know who to call for assistance, the Maritime and Coastguard Agency said.

The men decided to call a directory inquiry service and ask for the number of a pub they had passed earlier in the day - The Port William, near Tintagel.

Dozens of people went outside the pub with their pints to watch the rescue.
Pub owner Sue Sleight, 56, said the men were unable to pinpoint their exact location.

"We picked up the phone and the signal wasn't very good, and obviously they were foreign," she said.

"I thought he was saying the road was closed and he wanted to know how to get to the pub, because he kept saying he was stuck.

"But I soon realised he was on the beach. We went out but couldn't see anything, and we thought we just had to phone the coastguard.

"To be honest, if we hadn't phoned the coastguard, they could have been there all night. The coastguard were just brilliant."

The RNLI lifeboat from Port Isaac and Boscastle coastguard rescue team were called out to search the cliffs near Trebarwith Strand and the men, aged 21 and 35, were found, along with their dog.

Why Disasters Are Getting Worse

In the space of two weeks, Hurricane Gustav has caused an estimated $3 billion in losses in the U.S. and killed about 110 people in the U.S. and the Caribbean, catastrophic floods in northern India have left a million people homeless, and a 6.2-magnitude earthquake has rocked China's southwest, smashing more than 400,000 homes.

If it seems like disasters are getting more common, it's because they are. But some disasters seem to be affecting us in worse ways — and not for the reasons you may think. Floods and storms have led to most of the excess damage. The number of flood and storm disasters has gone up 7.4% every year in recent decades, according to the Centre for Research on the Epidemiology of Disasters. (Between 2000 and 2007, the growth was even faster, with an average annual rate of increase of 8.4%.) Of the total 197 million people affected by disasters in 2007, 164 million were affected by floods.

It is tempting to look at the lineup of storms in the Atlantic Ocean (Hanna, Ike, Josephine) and, in the name of everything green, blame climate change for this state of affairs. But there is another inconvenient truth out there: We are getting more vulnerable to weather mostly because of where we live, not just how we live.

In recent decades, people around the world have moved en masse to big cities near water. The population of Miami-Dade County in Florida was about 150,000 in the 1930s, a decade fraught with severe hurricanes. Since then, the population of Miami-Dade County has rocketed 1,600%, to 2,400,000.

So the same-intensity hurricane today wreaks all sorts of havoc that wouldn't have occurred had human beings not migrated. (To see how your own coastal county has changed in population, check out this cool graphing tool from the National Oceanic and Atmospheric Administration.)

If climate change is having an effect on the intensities of storms, it's not obvious in the historical weather data. And whatever effect it is having is much, much smaller than the effect of development along coastlines. In fact, if you look at all storms from 1900 to 2005 and imagine today's populations on the coasts, as Roger Pielke Jr., and his colleagues did in a 2008 [ITALIC "Natural Hazards Review"] paper, you would see that the worst hurricane would have actually happened in 1926.

If it happened today, the Great Miami storm would have caused from $140 billion to $157 billion in damages. (Hurricane Katrina, the costliest storm in U.S. history, caused $100 billion in losses.) "There has been no trend in the number or intensity of storms at landfall since 1900," says Pielke, a professor of environmental studies at the University of Colorado. "The storms themselves haven't changed."

What's changed is what we've put in storms' way. Crowding together in coastal cities puts us at risk on a few levels. First, it is harder for us to evacuate before a storm because of gridlock. And in much of the developing world, people don't get the kinds of early warnings that Americans get. So large migrant populations — usually living in flimsy housing — get flooded out year after year. That helps explain why Asia has repeatedly been the hardest hit area by disasters in recent years.

Secondly, even if we get everyone to safety, we still have more stuff in harm's way than ever before. So each big hurricane costs more than the big one before it, even controlling for inflation.

But the most insidious effect of building condos and industry along water is that we are systematically stripping coasts of the protection that used to cushion the blow of extreme weather. Three years after Katrina, southern Louisiana is still losing a football field's worth of wetlands every 38 minutes.

Human beings have been clearing away our best protections all over the world, says Kathleen Tierney, director of the Natural Hazards Center at the University of Colorado, Boulder. "The natural protections are diminishing — whether you're talking about mangrove forests in areas affected by the Indian Ocean tsunami, wetlands in the Gulf Coast or forests, which offer protection against landslides and mudslides."

Before we become hopelessly lost in despair, however, there is good news: we can do something about this problem. We can enact meaningful building codes and stop keeping insurance premiums artificially low in flood zones.

But first we need to understand that disasters aren't just caused by FEMA and greenhouse gases. Says Tierney: "I don't think that people have an understanding of questions they should be asking — about where they live, about design and construction, about building inspection, fire protection. These just aren't things that are on people's minds."

Increasingly, climate change is on people's minds, and that is for the better. Even if climate change has not been the primary driver of disaster losses, it is likely to cause far deadlier disasters in the future if left unchecked.

But even if greenhouse gas emissions miraculously plummet next year, we would not expect to see a big change in disaster losses. So it's important to stay focused on the real cause of the problem, says Pielke. "Talking about land-use policies in coastal Mississippi may not be the sexiest topic, but that's what's going to make the most difference on this issue," he says.

After Hurricane Ike, Finding the Coastline Rearranged, Again

From the plane flying over the Gulf Islands National Seashore, scientists from the United States Geological Survey were scanning the ocean, trying to find Ship Island. Their maps and G.P.S. system told them they were over its eastern end, but there was no sign of it.

“I don’t see Ship anywhere,” said Asbury H. Sallenger, a oceanographer at the Geological Survey who was sitting in the co-pilot’s seat and had the best view. "On the map we see it, but all I see is breakers. There is just zip left of this thing."

Eventually, the scientists spotted the western part of Ship, but its eastern half had all but disappeared. A small patch of land and whitecaps breaking on underwater shoals were all that remained.

The damage was considerable, but it was the kind of land loss they would see often on their flight, which they made about 48 hours after Hurricane Ike struck the Gulf Coast, as part of the survey’s long-standing effort to track storm damage on the coast.

The geologists should not have been surprised. Scientists studying the way stormy weather erodes the coast have long been able to identify regions at risk for inundation if sea-level rise continues, an inevitability in a warming world.

For example, researchers have estimated that large stretches of another barrier chain, the Outer Banks of North Carolina, will vanish if seas rise more than two feet, which many scientists consider quite likely by 2100.

But on the Gulf Coast, “we are not talking 100 years,” Dr. Sallenger said, “we are talking three years,” the time since Hurricane Katrina and a parade of other storms, including Hurricanes Gustav and Ike this year, virtually destroyed several islands running west into Louisiana. Among them are the Chandeleur Islands, a barrier chain formed thousands of years ago in a now-defunct delta of the Mississippi River, and other islands in the Breton National Wildlife Refuge.

Storms and climate change are partly to blame. But the region as a whole is subsiding. And in some areas, some critics contend, federal dredging projects are robbing islands of sand.

The result is a chain of feeble island remnants. In many places, as Dr. Sallenger observed at one point, “there ain’t nothing here but white water.”

So Karen Morgan, a geologist at the Geological Survey making still photos of the landscape, at times found herself instructing the pilot, Rob Kent, to navigate not by a shoreline but by a line of white water breaking over the submerged shoals that are the islands’ remains. In some places, there were not even breakers to show where dry land had been.

These islands are uninhabited, but they are valuable nonetheless, and not just for storm protection. With their extensive dunes and vegetation, the islands were once an important nesting place for brown pelicans and a variety of other birds. In the last few years, Dr. Sallenger said, the Chandeleurs have lost about 85 percent of their land mass, and with this loss “the habitat for birds on the flyway has decreased by an enormous percentage.”

Of course, the islands have not vanished altogether. And the scientists, who fly this coast regularly, have many times seen islands in these chains erode in storms and then recover — at least somewhat. But that can happen only as long as their underlying platforms of marsh remain intact, providing a place for sand to collect. In many places today, those platforms are “frail and really beaten down,” Dr. Sallenger said.

Dr. Sallenger said the Geological Survey scientists would try to advise officials at the Fish and Wildlife Service, which administers the refuge, what they could expect in the next 5 to 10 years. The outlook is grim.

Storms have already lopped miles off each end of the largest island in the Chandeleur chain. Will the islands bounce back? “We are going to look at the data again,” Dr. Sallenger said. “It looks very tenuous.”

The outlook for Ship Island is similarly daunting, in large part because of the difficulty of finding the necessary sand. “This is a very big operation to put this back together,” Dr. Sallenger said. “It’s not a small deal.”

Why More Men Die in Floods

In the floods that have swamped the U.S. this month, at least 12 people have been killed. Nine of them were men: in Iowa, three men, ages 33, 35 and 50, died in the floods; three middle-aged men perished in Indiana; Wisconsin, West Virginia and Minnesota lost one man each.

The ratio, it turns out, is typical for storms. Men are more likely than women to die in floods, year after year, all over the country. A study of U.S. thunderstorm-related deaths from 1994 to 2000 found that men were more than twice as likely to die than women. Of the 1,442 fatalities, 70% were men, according to research by Thomas Songer at the University of Pittsburgh's Graduate School of Public Health. Most of the deaths happened outside the home during flash floods or lightning strikes. That is partly because men are more likely to be outside for their jobs. But men are also more likely to take risks of all kinds — which can be a fatally bad idea in ugly weather.

Most storm deaths happen the same way: people drown when they try to drive or walk through floodwater. The brain is not very good at assessing the depth and strength of water on a road. Water can hide dips and valleys, making the path look smooth and shallow when it is not. And the brain is even worse at assessing the risk of anything that appears to be familiar or within control — like driving a car in the rain. To add to the general cognitive confusion, flash floods can happen quickly, without any warning at all.

Lightning is another very common, very deadly — and very underappreciated — natural hazard. Men are more likely to die from lightning partly because, in addition to their riskier occupations and behaviors, they are more likely to be outside playing or watching sports, Songer found.

On June 15, a 43-year-old Wisconsin man drove around ROAD CLOSED signs and hit a washout, according to news reports. He was pronounced dead at the scene. In Indiana, two men died in separate incidents this month after their cars were swept away — and they tried to walk home.

Of the 12 deaths across the country this summer, eight involved people driving in floodwaters. Two of those victims were women. (The total number of flood deaths this season will probably turn out to be higher than 12, but the Federal Government does not yet have complete figures. This number was compiled by TIME through interviews with county emergency managers as well as a review of local media reports. It does not include tornado deaths.)

Floods are extremely common all over the country and getting more common in many places. The good news is that we understand how to reduce the odds of dying in one. So what can men (and women) do to override their brain's blind spots? The simplest solution is to stay inside. But if you do find yourself out in flood conditions, here are some survival strategies:

— Don't be deceived by water that looks shallow. Six inches (15 cm) of water will reach the bottom of most cars and can cause stalling and loss of control, according to FEMA. A foot of water will float many cars, and two feet of moving water can carry away most vehicles — including SUVs and pickup trucks. In other words, if you can turn around, do it.

— If floodwaters do rise around your car, leave the car and move to higher ground ...

— ... Unless you don't know the depth of the water or if you are in moving water. In those cases, stay in the car and wait for help.

— If you must walk through water, walk where the water is not moving. Even ankle-high water, if it is moving, can make you fall. Use a stick to check the depth and firmness of the ground in front of you.

— If you do get swept into a fast current, don't fight it, according to the U.S. Army Survival Manual. In fast, shallow water, swim on your back, feet first. Keep your feet up to avoid hitting debris or getting pulled under.

Weather radio bill stalls in Senate

Aim is aiding those in mobile homes

WASHINGTON -- A bill proposed by Indiana lawmakers to require emergency weather radios in new manufactured housing has languished in the Senate for months while nearly half of this year's tornado deaths have been in mobile homes.

Fifty-two people living in mobile homes died in tornadoes this year in Alabama, Tennessee, Indiana and six other states, according to the National Weather Service. That was 44 percent of all tornado fatalities, a higher percentage than a generation ago, said Greg Carbin, a meteorologist at the weather service's Storm Prediction Center in Norman, Okla.

This year's high rate was partially due to more people living in mobile homes, he said.

The number of mobile homes in the country has grown from 4.6 million in 1980 to 8.8 million in 2006, according to the Census Bureau.

Trying to reduce these deaths, Rep. Brad Ellsworth of Indiana introduced legislation to require manufacturers to add weather radios to all new mobile homes. The cost is estimated at less than $35 per radio, he said.

Ellsworth was Vanderburgh County sheriff in 2005 when a tornado with winds of more than 136 mph tore through the area, killing 25 people.

"If it saves one life, we're better for it," he said.

The House passed his bill in October, but Ellsworth said he's a little frustrated by slow progress in the Senate.

Sen. Evan Bayh, D-Ind., offered a similar bill in March that was sent to the banking committee, which has been busy with legislation to deal with the rising number of home foreclosures.

The Senate has only a few months left in this session, given an August recess and time off for fall campaigning.

The Manufactured Housing Institute, which represents makers of mobile homes, opposes the legislation because it singles out one type of housing.

"It's really not the structure you're in but where it's located," said Brian Cooney, the group's senior vice president. "If you're in the path of a tornado, it's really going to flatten everything."

The federal government is implementing a system that will alert people to emergencies via cell phones, TVs and other devices that will provide information to everyone, including people living in mobile homes, he said.

Most people get their weather information from TV, said Mike Smith, who founded Weatherdata, a private forecasting company in Wichita, Kan.

"But a television doesn't turn itself on automatically when a tornado happens," counters Bruce Thomas, chief meteorologist and spokesman for Midland Radio Corp., the nation's largest maker of weather radios.

The radio devices sound a tone when notified by a National Weather Service signal that a tornado or other emergency is possible in a specific county, he said. The company sold tens of thousands of weather radios this year in Huntsville, Ala., after tornadoes killed five people in the area in February, he said.

"I'll say unequivocally there will be lives saved if you put weather radios in mobile homes," Carbin said. "People will get the alert and hopefully take the action to get out of harm's way."

Kathryn Martin also is convinced the radios will save lives. She lost her 2-year-old son, C.J., in 2005 when a tornado in Evansville hit his great-grandmother's mobile home, where he was sleeping.

"We didn't know (weather radios) existed before the tornado," she said.

Martin persuaded Indiana lawmakers to pass a bill last year that requires new mobile homes installed in the state to have weather radios.

She also started CJ's Bus, a mobile service that tries to entertain and distract children in the immediate aftermath of disasters. In the past two years, CJ's Bus has given away more than 300 weather radios that were donated by manufacturers.

"It's frustrating for me to see kids dying and parents dying all because they didn't have a weather radio," she said.

Local officials being cautious as hurricane likelihood increases

One month into the 2008 hurricane season, Iredell County residents cannot be too prepared in the event of an emergency situation.

Although the region’s most recent and disastrous storm was 1989’s Hurricane Hugo, another hurricane hitting the South Carolina coast and moving inland could potentially strike the Mooresville area, said David Martin, Iredell County’s Emergency Management coordinator and emergency communications director.

“Most of the time, what you deal with with inland hurricanes is flooding,” said Martin. “We get a lot of water in a short period time.”

“It’s very rare that you’d have an inland hurricane that’s going to come through with the force that Hugo came through with.”

But as the hurricane season continues, signs are piling up that the tropical Atlantic Ocean, cradle of hurricanes during the August and September height of the season, could be a more fertile breeding ground than normal in coming months.

Tropical waves emerging from Africa have been stronger in this early season than last year, and Atlantic Ocean water temperatures between Africa and the Caribbean Sea ran higher than normal through June. Water temperatures in much of the tropical Atlantic last month were about 1 degree above normal.

Those elements are important because warm water becomes fuel for hurricanes. Water temperatures will continue to rise through the September heart of the season.

Tropical waves are the seeds of storms that form moving west across the Atlantic. If those are stronger than normal, they are more likely to survive to become storms.

Martin, who has heard that this summer will provide an active hurricane season, had several tips for Iredell County residents if a hurricane were to move inland and strike the region.

“One of the things with any type of disaster you’re looking at is trying to get 72 hours worth of stuff,” Martin suggested, noting that having enough food and water – as well as medications – for three days is important in an emergency situation.

He also advised people to purchase a manual can opener because having canned food will require a manual opener if the electricity fails.

“Another thing people don’t think about is cash,” said Martin. Having cash is vital, especially if power is out and ATMs are down.

If the region is expecting a storm like Hugo, with high winds, Martin recommended securing anything that is outside, including furniture and grills.
“A lot of the time that’s where your injuries come from is flying debris.”
Martin mentioned stocking up on batteries and alternative light sources, such as flashlights or candles, in case the electricity is out for a period of time.
“I think if you had all that kind of stuff, you could probably weather it pretty good.”

In preparing for a storm, Martin suggested keeping an eye on the weather, especially for those living in low-lying areas susceptible to flooding. A weather radio – which can be purchased from Iredell County Emergency Management for $30 or at several retail locations – can alert individuals of weather-related events that may be approaching.

“For $30, you have a lot of security,” said Martin, who highly recommends making this preventative purchase.

“Preparedness is the key. Being ready for it and having a way to know it’s coming.”

Many people, noted Martin, fail to think of their homeowner’s insurance when preparing for a natural disaster. He said those primarily living in flood zones need to be aware of their policy and whether their home is covered by homeowner’s insurance or flood insurance.

“If a hurricane hits the North Carolina coast, the biggest thing we’re going to get is rain,” said Martin, noting that Emergency Management is prepared in the event of a summer hurricane.

Aside from their mitigation efforts – such as the sale of the weather radios – and planning efforts, Emergency Management has “a debris management contract already in place” covering Iredell County, Martin added.

During June and much of July, most storms form in the Gulf of Mexico and western Caribbean. Those areas have proved barren so far.

Wind circling a low pressure area over the eastern United States most of June created winds from the west over the Gulf and Caribbean, which have dampened storm chances.

The National Oceanic and Atmospheric Administration predicts a season with 12 to 16 named storms with six to nine becoming hurricanes. Of those, three to five could become storms of Category 3 or stronger.

‘Princess’ had deficient stabilizer, says maritime official

MANILA, Philippines -- (UPDATE) MV Princess of the Stars may have been “unstable” when it sailed because two of its ballast compartments were empty, a flaw that could have led to its sinking, a maritime official said Thursday.

Commodore Amado Romillo, member of the Board of Marine Inquiry investigating the sinking of Sulpicio Lines Inc.’s inter-island ferry, said that based on shipping firm’s report, two of the four ballast compartments of the ill-fated ferry were empty when it sailed.

He said empty compartments made the ship “unstable” and could have caused it to capsize when big waves battered it after sailing into the eye of Typhoon Frank (international codename: Fengshen) on June 21.

"It's very obvious the ship sailed without the proper quantity of ballast," said Romillo, a private sector representative to the BMI.

He questioned the stability of the Princess of the Stars after noting that data submitted by SLI to the board showed that the ship was not holding the full ballast tanks that he said were supposed to serve as its permanent ballast.

Ballast tanks are used to stabilize the ship and are filled with or emptied of water as needed.

Romillo’s comment at the ongoing investigation of the sinking did not sit well with Sulpicio lawyer Arthur Lim, who appealed to the BMI to suspend the announcement of its "tentative, individual findings."

Lim said Sulpicio did not want to foster an environment that would encourage the clamor for the government to take over the shipping company.

Benjamin Eugenio, Sulpicio’s port captain in Manila, said some ballast tanks had to be emptied to accommodate the cargo and ensure the ship's stability.

But Romillo said the ballast was needed for continued stability, regardless of the cargo on board.

"If they discharge ballast in place of cargo, you change the center of gravity,” Romillo said. “Then you can't consider the vessel stable. Thereby, you are risking the lives of passengers,"

Eugenio replied that selected tanks were full, but added that he did not have all the data about the ballast tanks with him. He assured the BMI that the data would be submitted soon.

Romillo, who showed Eugenio pictures of the upturned ship published in the Philippine Daily Inquirer, parent company of INQUIRER.net, and cited a Philippine Coast Guard report to him, said the vessel was dead in the water and was drifting after it capsized.

The photos showed a portion of the ship's bow protruding from the sea off Sibuyan Island.

According to Romillo, buoyancy keeps a ship afloat, and this buoyancy could have been caused by the air in the empty ballast tanks.

"A ship will sink if there is continued ingress of water. But if there's enough air left on board, that will keep the ship afloat even though she capsized," he said.

He further said this could mean that the ballast tanks of the ill-fated vessel could have been empty when it sailed.

"What's keeping her afloat is her empty ballast tanks. The reason the stern is lower is because of the cargo," he said.

He also said the ballast should be calculated while the ship was at port, and not while at sea because such practice would be dangerous.

Romillo also said that because of the high center of gravity of the cargo, it appeared there was not enough weight down below, and when strong waves hit the ship it listed.

If the ship had more weight below, it could have uprighted itself when hit by the waves, he added.

Romillo further said there were "lapses in the management of the ship."

He pointed out that the ship had only one form of communication with the ports, which was the single side band radio. There were also certain hours when no one was manning the radio communication. Thus, he said, the vessel was unable to receive an important weather bulletin at 10 p.m. on Friday.

But Lim objected to the airing of Romillo's views.

He countered the board member's statement and said that as far as he knew, the vessel may not necessarily floating.

"Maybe the vessel is afloat because is it resting on something, not because it is floating," he said.

He also asked the board to suspend judgment on the ballast tanks and the stability of the ship considering that the vessel would be refloated.

"It's purely speculative even when backed up by scientific theory," he said. "I don't think it will be fair to make conclusions that certain things were done or not done."

He also asked the board to consider that the vessel "went right smack in the eye of typhoon" and that the incident was "very extraordinary."

Lim noted that there has been talk about government's takeover of Sulpicio, and said he did not want the board member's view to persuade people to support the idea of a state takeover.

He said Romillo's statement about the ship was a "rhetorical observation."

"So if media will pick that up, everybody in the country will be agitating for the closure of Sulpicio. I don't believe the board should be the instrument of a sinister plan anyone might have," he said.

BMI chair Rear Admiral Ramon Liwag assured Lim that the board would conduct its investigation fairly.

In a separate interview, Engineer Nelson P. Ramirez, president of the United Filipino Seafarers, said it was also possible that the cargoes on board the 23000-ton vessel were not properly secured, causing them to be dislodged when big waves hit the ship.

The Princes of the Stars went down with over 800 passengers and crew on board. Only 57 have been found alive.

Many solar scientists expected the new sunspot cycle to be a whopper, a prolonged solar tantrum that could fry satellites and raise hell with earthly communications, the power grid and modern electronics.

But there's scant proof Sunspot Cycle 24 is even here, let alone the debut of big trouble.

So far there have been just a couple minor zits on the face of the sun to suggest the old cycle is over and the new one is coming.

The roughly 11-year cycle of sunspot activity should have bottomed out last year, the end of Cycle 23 and the beginning of Cycle 24. That would have put the peak in new sunspot activity around 2012.

But a dud sunspot cycle would not necessarily make it a boring period, especially for two solar scientists with the Tucson-based National Solar Observatory.

Two years ago, William Livingston and Matt Penn wrote a paper for the journal Science predicting that this could not only be a dud sunspot cycle, but the start of another extended down period in solar activity. It was based on their analysis of weakening sunspot intensity and said sunspots might vanish by 2015.

And here's the punch line: That last long-term down period, 1645-1715, coincided with the Little Ice Age, a period of bitter cold winters.

That kind of talk could ruffle some feathers in this time of climate change and global warming, starring man-made carbon dioxide as the devil.

The paper, rejected in peer review, was never published by Science. Livingston said he's OK with the rejection.

"I accept what the reviewers said," Livingston said. "'If you are going to make such statement, you had better have strong evidence.' "

Livingston said their projections were based on observations of a trend in decreasingly powerful sunspots but reviewers felt it was merely a statistical argument.

He is aware that some opponents of the prevailing position that climate change and global warming are the result of manmade activity -- greenhouse gas, specifically carbon dioxide, buildup -- are very much interested in the idea that changes might be related to solar activity.

"But it has not been proven yet," cautioned Livingston, an astronomer emeritus who still works out of an office at the National Optical Astronomy Observatory headquarters building on the University of Arizona campus.

"We may have to wait. We may be wrong. (But) the sun is going to entertain us one way or another," he said.

It's not just a scientific curiosity. There's a lot at stake in predicting whether sunspot cycles are going to be tame or wild, said Matt Penn of the National Solar Observatory.

The powerful blasts of radiation that come from solar activity can fry electronic equipment on Earth; particularly vulnerable are satellites.

The high-energy radiation produced by solar flares travels at near the speed of light, getting to Earth in just minutes.

But the magnetic effects of a solar flare can take between two and three days to reach Earth, said Penn, a solar scientist.

In the 1800s, magnetic blasts from intense solar activity induced currents in telegraph lines in the U.S. and Italy, starting fires and damaging equipment. Later, it was learned that solar activity affected radio transmission.

It can also affect the electrical-power grid. A solar tantrum in 1989 blew transformers and caused a blackout in Canada. And a number of satellites are thought to have failed from exposure to high-energy blasts from solar activity.

Satellite operators can turn them away or shut down vulnerable equipment aboard, and astronauts can use shielding to avoid those blasts.

If Cycle 24 is the big cycle predicted, Penn said, "it's likely we'll have geomagnetic storms with a lot of sunspots, a lot of flares on the sun."

Penn said even so-called "quiet sun" periods are far from boring because the sun's "surface consists of Texas-sized hot gas bubbles, which rise upward at a speed of about a mile per second. The gas cools and falls downward in narrower channels at about the same speed. That's what we call the 'quiet sun.'"

"As we get more into the space environment with satellites, GPS and communication satellites, it means money. People who are about to launch new communication satellites really want to know how much shielding to put on their satellites.

"But shielding amounts to weight, which is money. If they want them to last through (an intense cycle), they're going to want to protect them more, and that will cost them more."

Penn is the telescope scientist on the McMath-Pierce solar telescope, the strange angular white thing amid all the white and silver-domed things atop Kitt Peak. Specifically, Penn works with an instrument that "sees" in the infrared range to provide information about magnetic activity.

Sometimes, sunspot activity is more than theory or data to him.

Several years ago, he was making an early-morning run from Tucson up to Kitt Peak to do some solar observing. He noticed his gas gauge was dangerously low and decided to stop for gas at the convenience store in Three Points.

It was about 5 a.m., and no one was there to take cash, so he tried to use his credit card to gas up. But the pay-at-the-pump system was down.

Crossing his fingers and driving up the mountain, Penn said he hoped he'd have enough gas after work to make it back to the station on the way home.

When he got to work, he learned that "a communications satellite had been damaged by (a solar flare). Lots of communications were dropped that morning, and my credit-card pay-at-the-pump attempt was one of them."

Though Aimee Norton appreciates the practical benefits of being able to predict the sun's activity, solving some of the star's mysteries that relate to the big picture are more compelling. Norton is a program scientist on the solar observatory's SOLIS (Synoptic Optical Long-term Investigations of the Sun) facility at Kitt Peak.

"Part of what we're trying to understand is how the magnetic field regulates or moderates the energy that is transported in the atmosphere," Norton said. "Because one of the mysteries of the sun is, it's hotter in the upper atmosphere than (at the surface). So there is energy being transported. Some people think the magnetic field is somehow magically getting that energy out there."

Norton said she's hoping for a powerful cycle, noting, "It would give us more things to do research with -- either that or no cycle at all, which would be similar to the Maunder Minimum."

She said she figures there's little chance of a completely dead cycle but added, "Wouldn't that be fascinating if the solar system managed to offset our contribution?"

Seiche Strikes Chicago Lakeshore

For the second time in a month, the Chicago lakeshore has experienced a seiche. The word is Swiss French and means "to sway back and forth." The results can be deadly for waders along beaches of southern Lake Michigan, who can only see this danger as a frequent fluctuation of lakeshore water. Worldwide, there are various reasons for its creation. But for Lake Michigan, it always results from a thunderstorm or line of storms crossing Lake Michigan. Decaying thunderstorm processes will usually result in a strong pressure rise ahead of the decaying storm.

Since water is fluid, this rapid rise in pressure will push a large area of lake water downward and out. This can occur often over the lake. But to arrive at the Chicago lakeshore and start an oscillation going, the pressure rise will need to have occurred over Lake Michigan at a location north of Milwaukee. The resulting outward flowing crest then travels southeast to the west Michigan lakeshore, before rebounding southwest to the Chicago lakeshore.

Lake water rises of 1 to 2 feet are most common but have been known to go much higher. Most prominent in Chicago history is the 1954 seiche that occurred on June 26th. Eight fishermen were swept away in a 10 foot seiche as they worked along the breakwaters. While most seiches appear only as a fluctuation of high and low tides, an actual wave was visible with this monster seiche of 1954. Clues to their presence are only received at the National Weather Service via alert and cognizant observers on the Michigan or Chicago lakeshore.

The oscillation frequency between high and low water is usually 20 to 30 minutes. Gravity eventually takes charge and dampens the fluctuation extremes with time. Thus it may take many hours before the seiche subsides completely. This, in turn, depends on the severity of the seiche.

Hurricane Boris Says Hello a Month Late

Hurricane Season Started June First ByIt is always nice to get the first hurricane of the season -- this one is Hurricane Boris -- out of the way especially when, for all intensive purposes it is of a mild nature and apparently presents no threat to land. The hurricane, dubbed "Hurricane Boris" got its start over the weekend as a tropical storm and as it moved into the Pacific Ocean and away from land it developed into a category one level hurricane.

For those of you not familiar with Hurricane categorization, hurricanes are rated from class one to class five with five being the strongest. I recall David Letterman many years ago, when he was a weatherman in Indianapolis, congratulating a hurricane on its promotion from tropical storm; perhaps we can recount the joke here many times we wouldn't be able to. Most attention is paid to the Atlantic since that is where the majority of storms start and where, and then the majorities of hurricanes develop and come to land. In the States that is most often Florida and surrounding states.

What does this year look like? I could almost have told you that it was going to be a volatile year just by the weather in my state and we are never close to a hurricane. This is July 1st, and we are still not seeing warm and hot weather on any kind of a regular basis. That is the report from those "in the know"; it will be a hard year for hurricanes. In fact, there is a greater than 50% chance that we will have a rugged season. How would one go about defining a "rugged season"? Well, according to the Climate Prediction center there may be over a dozen hurricanes with the majority of them defined as worse than average.

For now, however, Hurricane Boris has weakened with winds at about 75 miles per hour. As I said, I don't live in a "hurricane community". However, for those people who do battle hurricanes every year, I'm reasonably sure Hurricane Boris has not gone unnoticed. Actually he is a little late since hurricane season starts June 1st. Probably the rest to the year, we'll be looking Southeast, not West. References:

Chertoff Says Country Ready for Hurricane Season, but Wonders if Individuals Are

While the nation may be prepared for this year’s hurricane season, questions remain about individual readiness, says Homeland Security Secretary Michael Chertoff.

“I think the country is prepared,” Chertoff said Tuesday at the Federal Emergency Management Agency’s Hurricane Awareness Day. “I think the big question is are individuals taking steps they need on a family basis to get prepared.”

And the country’s overall readiness for the hurricane season should not be taken as a sign that there won’t be difficulties associated with a major hurricane, Chertoff noted.

“Obviously, any major hurricane, Category 3 or above, is going to be a bad event, and it’s going to cause hardship and distress and may cause loss of life,” he said. “Our planning, our capabilities are much better now than they’ve ever been before at the federal level. I believe at the state level, particularly in the Gulf states they are better than they’ve ever been before. The key element though, the cornerstone has got to be that individual preparation.”

Chertoff emphasized that because the past two years have been quiet hurricane-wise doesn’t mean people shouldn’t be prepared.

“If people are lulled into a sense of complacency because 2006 and 2007 didn’t produce a major hurricane in the [United States] and they don’t do the preparation that we’ve recommended, then there is going to be a problem,” he said. “If people do take what I think are pretty reasonable steps, I think that’s going to be the most important and certainly the final piece that has to be in place.”

Chertoff said some steps that families should take include knowing where they will go during an evacuation, having a supply of food, water and medicine, a battery-operated radio and making sure they have gasoline in the their cars when a hurricane watch or warning is announced.

“Getting all of these steps in place, the emergency preparedness kit, the plan and listening to direction is the cornerstone of hurricane preparedness,” he said.

Chertoff said DHS is working with its Ready campaign and the Ad Council and will launch “new public service announcements designed to get people to focus on the simple, but necessary steps they need to take to be ready for hurricane season.”

Chertoff isn’t the only one concerned about individual preparedness.

“Our surveys show that only 7 percent of the American public is ready [with] a plan for a disaster,” said Mary S. Elcano, acting president and chief executive officer of the American Red Cross, who participated in the event. “Only 7 percent have taken the steps necessary to prepare and our view is that in every disaster, every individual and family should consider themselves to be ... the real first-responders. It’s time to get prepared.”

Larry J. Gispert, director of Hillsborough County, Fla., Emergency Management and president of the International Association of Emergency Managers, doesn’t think the “country is ever ready for any hurricane season” and said individual preparedness is the country’s “weakest” link in this area.

“Individual readiness is the biggest part of the whole formula and that’s where we are the weakest,” Gispert said. “We cannot force these citizens to be prepared. They must do that on their own.”

Gispert said most citizens don’t take the threat of hurricanes seriously. “So as a consequence, we can never be ready to respond if the citizens do not listen and will not heed our warnings and as a consequence evacuate when we ask them to,” he said.

But Gispert, who wasn’t at the forum, does think the country is better off now than it was during Hurricane Katrina. He said government agencies from the local to federal level are generally “getting better prepared,” but still aren’t ready.

Craig Fugate, director of the Florida Division of Emergency Management, said FEMA is doing its job to get the country prepared and he’d like to see local and state governments “spending more time like we do in Florida talking about hurricane season.”

“My biggest concern is the public is still too apathetic and doesn’t take responsibility to be a survivor and plays the victim game,” he said.

The ship has attracted thousands of people to the coast since it ran aground on February 1 during a storm. Emergency services managed to get all crew and passengers safely off the vessel.

And ever since Gazette readers have snapped away, taking hundreds of superb shots of the Seatruck's vessel which is now destined for the scrap metal merchants.

Many have captured the drama of the doomed refloating exercise, some show how the ship gradually sank into the sands, while others, as seen here, went for a humorous take.

Soon the photo opportunity and tourist attraction will be no more.
Demotion work, being carried out between tides, is due to be completed by the end of June.
